Check that a patched binary tarball is intact and installable.

Guards against truncated or partial cache entries – e.g. a weekly build killed mid-copy – that would otherwise be served to every dependent build and fail with tar: A lone zero block or a missing shared object. Verifies the archive lists cleanly and carries the package's DESCRIPTION, plus a shared object whenever it ships a libs/ directory.
