Expands the DESCRIPTION dependencies (parse_description_deps())
recursively over Depends, Imports and LinkingTo in a CRAN
available.packages() database, which cran_current_versions() reads once
per session. Used to pre-install only the patched binaries a build needs.

Arguments
- desc_path
Path to the package's DESCRIPTION.
- db
An available.packages() matrix; defaults to the session-cached
CRAN index of cran.
- cran
CRAN mirror whose index is used when db is NULL.
Value
Character vector of the (non-base) packages in the tree, or NULL
when it cannot be resolved completely: the index is unavailable, or a
package in the tree is not in it (e.g. a Bioconductor dependency whose own
dependencies are unknown).
